I have a lumia 1520 unloked from AT&T. I use it in India. Here, maximum connection speed is 3G. But, my phone connects to 4G signal with 2 bars and it drains the battery.

I also have a lumia 1020 which connects to 3G with no issues of network.

Any advise?

That is because AT&T considers HSPA + (3G) to be 4G. And considers 4G LTE to be LTE. So you're getting 3G (HSPA+) signal, but your phone says 4G because that is what AT&T calls it. You're not connected to actual 4G LTE.

if that is the case then it wont affect the bars. my 1020 gives full bars where as 1520 only 2.
Not sure if its relevant but I have had 2 1520s and both have consistently had one bar less than my wife's 925 whenever it wasn't all bars on both, same place and time on the same carrier and plan. I'm not sure if that means 1520s are below par or 925s (and possibly others) are just exceptional.
