Why am I not able download windows 10 on my nokia lumia 730 even after installing UpgradeAdvisor?

Which carrier you got? is it unlocked ? Somew carriers / countries blocked upgrade
You can skip that entering Insider and joining Production ring

after getting that message, did you check in settings, update?
If no update is available, just try what Maurizio suggested.

1. Do a backup first of important data
2. Enrol into windows insider program
3. Download insider app from store, install it and sign in.
4. Select production or release ring and follow the instructions

You're good to go
