Device? OS and version?
Has it been ongoing or just started?
Is it a large App that needs WiFi and you are on cellular?
I'll assume Windows Phone with latest official and WiFi access.
Go to settings > date + time. Remove auto detect and use manually set. Put the date ahead to 2025 and set it. Reboot. Manually set the time and date as correct.
Try the store.
If not working... Go to Data Sense and remove any restrictions. If you have a data limit in there, make it unlimited (even though you should be using WiFi).
Try the store. Yes or no, put your data sense back where it was, return to auto detect time.
Can you manually sync your Microsoft Account? If not, log into Microsoft Account on a PC in browser and try to determine what errors need correcting in your profile, settings, listed devces, etc.
