Unable to connect to cellular Data Network after upgrading to WP10

Hi I have a Lumia 530 which was WP8.1 out of the box. 2 Days back I have upgraded it to WP 10 technical preview. The phone is running fine except for occasional hiccups (I understand that its developers preview so it will have a lot of bugs) . However when I disconnected it from WIFI I was able to open webpages on IE and Project spartan. After that Its not connecting at all. In the official MS website its mentioned that the cellular data network cant be switched off.

I think it is always on and you cannot turn it off in the current build.

It seems to be an either/or problem. I have the same issue as the OP, but most complaints I've seen are about the opposite issue that you mention. I kind of wish mine was always on, to be honest
