Why are my photo files empty (Windows 10)

I went to Browse to make a photo backround and found my photos files empty. Have I deleted an app ?

It's possible that your photos aren't in the location you think they are, or they inexplicably moved (although that's unlikely). My suggestion, go into File Explorer and hunt around to see if you can find them, or open up Cortana and type in "photos" or something similar to see what she brings up.
I also suggest opening up "Photos" from the All Apps page or by again typing "photos" in Cortana and opening the application she'll bring up and see if they eventually show up there.
