Why are SIM free phones more expensive than tablets?

Are tablets like the Surface and Lumia 2520 sold at a loss?
I appreciate a lot of small tech goes into the 1520 but why is the SIM free price likely to be higher than most tablets?

because you can't call 911 using your tablet without a data or internet connection? phones/smartphones are subsidized/discounted when sold on a plan.

There's the price of the cellular radio, the camera, the f*cking 1080p screen, the miniaturization, and the fact that you normally make higher margins from flagship phones.

^^ This. Plus I think it's probably much more difficult to engineer all those components into the small form factor of a smartphone, leading to overall higher costs from design to manufacturing,

Yep, mostly the pocket friendly design and 24hour battery management. A tablet doesn't run 24hours like a phone on a single charge.

Also the cameras are usually more advanced on the high end cell phones
