Why are some icons in the taskbar unresponsive??

Volume control, windows button, notifications, search box, and internet access... None of these will open to a mouse click, right or left, or with windows button not even the keyboard will open it...

There could be lot of reasons behind taskbar issue, we can start with restarting explorer service.
System Restore, Re-registering apps.
