Why are we waiting for Cyan???

I know it is because of BitLocker, but why don't they release it for us 99,9999% who don't have BitLocker.

bitlocker is the reason people on DP are not getting it yet AS well as carrier tests/verifications. Carriers test an approve updates for their devices.

Now the question is why aren't unlocked/carrier unbranded devices already on cyan.

I would think that it is more about avoiding a big problem in case that something goes wrong.
