Why can I not get a dial tone when I make or receive calls and some of the functions frozen?

why can I not get a dialling tone when I make or receive calls and some of the functions frozen.

When making or receiving a call I cannot hear a dialling tone, even though it shows that the phone is in use.
Also, I am unable to use some of the functions on my phone such as volume control and some apps such as Whatssap.
