Why can I not hold the ctrl and z buttons?

In windows XP I could hold the ctrl and z buttons and it would rewind until I let go of them. Windows 10 will not.

You can hold the CTRL key and each time you tap the Z it should undo...I've never just held down both keys. What application are you using when you try to undo and fail?
