Why can I not recover my Lumia 950 with Windows 10?

why can I not recover my lumia 950 with windows 10?

I have tried the Microsoft recovery tool - that does not recognise my device; Lumia 950 is not on it;
I have tried hard reset as described on forum - the exclamation mark will never come up
What can I do?

I believe the app to use is windows device recovery tool.
Can your pc recognise and access your phone via the cable?
