Why can't I clear Internet Explorer on Windows Phone 8 Lumia 928?

I went to the Settings and deleted the history. Also went to the ... and Recent and deleted that.

And yet, every time I restart Internet Explorer, the last page is still there. And if I do a "back" arrow, the previous one is still there.

Is there somewhere else to clear things?

I think you have to clear the IE tab too.

You will have to delete tabs as well.
