Why can't I connect my Lumia 720 to my computer?

i can't connect my lumia 720 phone with my computer

I am trying to roll back my phone to win 8.1 from win 10
but my computer never detect the phone
my computer os is windows 10 pro
even Phone companion app cant detect the phone
Windows phone app for desktop cant either
