I only found in a German website someone with the same error and when he connected to a different wifi network the problem disappear.
Could you try a different network?
Or if you have the error already longer delete the network on your phone and connect again or reset your router.
If you need more assistance please register and reply on this post with some more details.

PS I presume that date and time are correct and that your MS account is synced.
