Why can't I download Nokia Storyteller?

I have a Lumia 920 with the Black update, and it says on the store that it is required for it to have Lumia Amber. Well, I am pretty sure Black covers that. Also, I have the GDR3 for developers. And my Lumia 920 is on AT&T.
