Why can't I install Hike in Win 10 from my Win 8 pc to install Windows insider (apktowin10) app?

why i can't install hike in win 10 from my win 8 pc it insall windows insider (apktowin10) app ?

I have install windows insider app in my pc to install games in mobile but , when i open the app it already show device connect but nothings happen so try to disconnect and try again nothings happen please help to fix this problem

Windows Insider app is to provide pre-release builds of windows OS and not to install any apps / games !!
