Why can't I install my new package update (KB3034229)?

I have downloaded this new update for windows 10 insider preview, since my start menu is not working. I can't install the update because of the Windows Update Standalone Installer, I tried fixing it using DISM as per instruction but I can't still fix it. How can I install this update, so I can use my start menu.
