Why can't I install Windows 10 Technical Preview?

Cannot Install Windows 10 Technical Preview

I keep getting this error while i try to upgrade to windows 10 preview : "We ran into an installation error. This might be because your PC doesn't meet system requirements or your language isn't available" .. my pc is running windows 8.1 and meets the system requirement.. language is ENG-IN .. any suggestions?

i3,4GB ram 8670 ATI graphics

First thing I would do Is try to download the ISO again. I have seen issues like this occur back to the vista days from corrupted files in the download.
