You need cellular data (not WiFi) to send picture messages. Data, not just voice like SMS text.
If it fails to send, your MMS is not configured properly.
You didn't say what carrier you have.... Search the internet for "<carrier name> MMS settings" and save that page or copy down the info.
On your phone go to Settings > cellular + SIM > SIM settings > add MMS APN and make sure the values match the ones found in your search.
