Why can't I sign into WeChat and Whatsapp after hard reset and reinstalling of the app?

why cant i sign in to wechat and whatsapp after hard reset and reinstalling of the app.

I did a hard reset on my nokia Lumia 720 windows 8.1 Lumia denim. I reinstalled wechat and WhatsApp but I cant sign in. my internet explorer is working fine. I can view the terms and condition link in the whatsapp but I cant accept it while wechat I cant sign in. I need help.
