Why can't I update to Windows Phone 8.1?

Can't update to Windows Phone 8.1

Hello, I am trying to run 8.1 on my phone. I have not been able to update, even if I go through the whole developer process. It just shows an obscure error code, which i have not been able to find anywhere. It reads "We are currently unable to check for updates (800707570)". Refer to my username to see how I feel.
