Why can't I video call on Facebook Messenger?

Can't video call on Facebook Messenger

I open Facebook Messenger on Chrome and I have the option of Call or Video Call. But the second the person answers the phone, my microphone stays on but the video feed is turned off. Yet I can still see that my camera light is still on and they can hear me. They just can't see me. When i open Messenger on my Windows phone there isn't even an icon for the phone or video call. I can only text. Also when I open Messenger on my computer using the Microsoft Edge browser there is no phone icon or video camera icon. What's going on? Is there an update?

For Windows Phone, Facebook Messenger does not support video calling at this time.
