Why did my hotspot stop working on my Nokia Lumia 635?

I have spent a total of 6 hours on the phone with AT&T trying to solve this issue! The hotspot was working perfectly and then suddenly it will not work at all! Any advice?

Does your plan support hotspot? Did you try a soft reset, hold the power button for 10 seconds.

I was under the impression that ATT have strict hotspot and tethering rules.
