Why do I get "upgrade advisor is currently unavailable" for Lumia 735

I have an unlocked Lumia 735 using a Ting sim card. Currently I run Win10, OS Build 10.0.10586.164, Firmware 02040.00021.15235.53004 from Insider Fastring.
I'm thinking that I need the "official" w10m to get the latest OS build 14291

all you need to do to be an official is to just switch the rings and jump to production ring.

the current official build is same as insiders build NO you just cant download Redstone builds yet as they are still limited to win 10 pre loaded devices

No, you are on the latest Threshold build (10586.164).
14291 is Redstone build and your phone is not currently eligible for it, although it is likely to be made available in the coming weeks.
All you need to do is opt into the Fast Ring in the Insider app and wait for it.
