Why does Hey Cortana not work on my MS Lumia 640 LTE in the UK

I cannot use Hey Cortana on my Micrososft Lumia 640 LTE phone in the UK

I think the 'Hey Cortana' feature is only available for phones that comes with win10 pre installed.
