Why does my HP computer with Windows 8.1 not allow downloading pictures off my Iphone 6

The phone is connected by a USB but only recognizes the phone and not anything on the phone

make sure the phone's passcode has been put in at least once after you plug it in.

plugging in a locked phone would do that as a security measure.
