Why does my pc shows a black screen and a loading image on the bottom?

I recently updated my Pc (cos I didn't have a choice) because when I wanted to shut down my Pc its either I update and restart or update and shut down, and then when I opened it today, the blue screen took forever to finish to update and now I'm left with a full black screen and there's a buffering/loading thing on the bottom. HELP!!
