Why does the screen on Surface Pro 4 time out after one minute?

Screen on Surface Pro 4 times out after one minute

After one minute of inactivity, the screen goes blank. I've set the screen blank setting for battery to 15 minutes and for powered to never. The screen still goes blank after one minute of inactivity. Go to sleep is set for the same times. So what is going on with Windows 10 and the Surface Pro 4?

do you have a lock screen pin set up? check after how long that is set up
