When I have keyboard attached I always have a keyboard available on screen. When keyboard not attached,I
frequently don't have a on screen keyboard available.

I have a similar issue with my 2-in-1. It's why I make sure that continuum is turned off and it never switches to tablet mode, because in Tablet mode the on-screen keyboard will never appear, and the icon in the system tray disappears. There is definitely some work that needs to be done by Microsoft to fix this issue.
