Why don't i have cortana and quiet hours?

using Lumia 920 with w8.1. latest update, however, got no cortana and none of the other specil features that come with w8.1. Please help

Turn location on, set locale to US or other country that supports Cortana, etc. I know the UK has it now, too; idk what other countries.

I believe your keyboard needs to be set to us as well.

Cortana is limited to certain countries right now so you have to mimic the proper settings if you are in a country not covered.
