Why don't I have Review Mode in OneDrive?

When sharing a OneDrive Word doc, my only options are either to allow editing or not allow editing. Review Mode (which would let ppl make comments) isn't visible at all. Anyone know how to resolve this? I want to share documents that recipients cannot edit, but they can make comments and/or tracked changes.
