Why has Windows Spotlight stopped updating?

According to the TechNet article Windows Spotlight on the lock screen (https://technet.microsoft.com/en-us/itpro/windows/manage/windows-spotlight), its supposed to display a different image on the lock screen each day. Ah, no it doesn't. At least it hasn't on my Windows 10 Professional desktop in at least 3 weeks. Its a feature I really liked and was disappointed when it stopped working.

So is there something I'm doing wrong?

Mine has never worked, doesn't download any new photos or show the 'do you like what you see' notification, I just have the red plane wing standard photo, I tried every fix I found, I even created another user & spotlight worked until I created a PIN & then it stopped although removing the PIN on the original account doesn't make spotlight work so I am at a loss as to how to fix it. Some say the Anniversary update broke spotlight.
