Why I cannot open Glance screen in the settings app?

I have a Lumia 925 with Windows 10 Mobile build 10.0.10586.164 and whenever I try to open the Glance screen in settings it will not open. This happened after I did a hard reset to my phone and since then I am unable to use Glance screen. How can I fix this without downgrading to Windows phone 8.1?

Try to install app sysapp pusher and there you'll find glance setting download.
