why is cortana always asking to change speech language before starting?

When I click on Cortana it opens up with "Before I can help you, you need to change the Speech language to one I use and the options are close and settings

Maybe you should do what her is asking.
Go to phone settings -> Language and change it or load a new one. (e.g. are you from India? Try adding English India)

Have you asked Cortana what she means? If she doesn't know, it can't be that important, right?

Remember Cortana only works with a few languages. You may have to go with an English option, and hope MS add other languages going forward.

check that you have the right speech language installed and the right region, date , time and time zone selected
