Why is Cortana unable to get the weather?

Cortana Unable to get the weather

Hello,

After an update (it is already a month) I have noticed on both Desktop and my windows phone device, that Cortana is unable to get back the weather.

I ask the question, "Hey Cortana, what is the weather right now?"

and the answer I get is "Here you go" and then it closes.

Does anyone have similar issue?

Note: I am located outside the US. So I have set both devices on US so I can have access to Cortana. Also I was able to get the weather before without any problem

Cortana is working for weather queries at my side (I'm in Southeast Asia).

Are you in any developer preview program?

does cortana need to know location to know weather? If yes, what if location data couldn't be pulled?
