Why is most of Microsoft products limited to few regions?

Many of Microsoft products like surface range of device etc are not available to many regions like India. Is it because of less demand (less market) or any other technical or legal issue?

MS would need a distribution network, they dont have one nor they care, they r shortsighted in tht regards.

I highly doubt it that India would be a small market with its massive population. As techiez already pointed out, they don't have a network for distribution, they also don't want to make losses on hardware and unfortunately they don't really care about consumers as much as some of us would like.
