Why is my device always turned on when plugged into the charger?

Device is always turned on when plugged in to charger.

My device is a lumia 635 running windows mobile 10 build 10536.
When it is plugged into a charger, it automatically turns itself on even though I turned it off or it is already turned off.
Is this a bug in this build, or is it normal?

It's normal. All Windows Phones do this.

I wish devices wouldn't do this automatically too. Its like having to leave your car running every time you put fuel/gas in it. Sometimes I want my device off without having to play with quiet time etc but have it charged ready to go.
