Is this a brand new phone? Is it running Official software with no Preview for developer or Windows Insider?

If yes to those you may have a bad chip on motherboard... Seek warranty replacement.

A quick search brings answers.

MEID is a unique identity number for CDMA phones. If you're not on Verizon, you likely don't have a MEID. It has a similar purpose, but is not the same as IMEI.
IMS is IP Multimedia Subsystem. Probably something your carrier hasn't implemented, thus you are "not registered."
