Why is my login screen in Ukrainian.

I use to have windows 8 and have installed to windows 10. Since then my login screen has been in the Ukrainian language. The rest of windows is all in english. I've found the language settings and ensured everything was set to english, but never-the-less, the login/logoff screens remain in Ukrainian. Any idea how to correct this?
