Why is my Lumia recording a video snippet instead of taking a Picture?

When I take a picture on my 950 XL, it often records a short video snippet instead of taking a picture. It's not in video mode and the file format on the phone is .JPG, and yet it still shows a 1-2 second video followed by a still shot.

WTH is it doing and how do I get it to just take a picture?

Oh jeez, did I just find it? Capture Living Images under settings? Why would that ever default to "on"?

One use of it is that you now can choose and keep individual images from that clip, instead of gambling that the single image from the instant you pushed the button was best.
