why is my phone not turning on?

the last time i charged it,it stayed in charging for over 3 hours and still showed a 17% charge. it went off after i plugged it out. hasnt come on again all day even when i connect it to the charger.

Looks like a dead battery - you might want to have it checked or replaced in a service center.
