Why is my Show more tiles setting gone?

"Show more tiles" setting gone - stuck with 3 columns on Start screen

My wife's BLU Win HD had an update pushed to it. Settings | About reports she?s at Windows Phone 8.1 Update build 8.10.14203.306. The update changed her Start screen to the new 8.1 ?Show more Tiles? setting, but the option to turn this on/off is now missing Settings | Start+Theme! She?s stuck with the tiny home screen icons and three columns instead of two.

A coworker is reporting the same issue with a Lumia 930.

Anyone else having this issue? Any solutions? I don't think we can use the Lumia reset software against a BLU Win HD.

Its no issue, its just left out in the update.
Dont ask the reasons why.

And no, The lumia's tools don't work with Blu
But maybe has Blu there own workaround to install a older FW
