Why is the update and security in Settings broken?

why is update and security in Settings broken

when I open update and security in the settings I get a column on the left with the options list (windows update, windows defender etc), but a blank right hand column. None of the options (windows update, windows defender etc), are clickable, nor is the search box at the top

and ideas how to fix this?
