Need a good photo app for editing and organization.

Well, There is no perfect app on windows phone yet. I would suggest you browse on the store for photo apps and read some reviews. use a few apps and settle for a one that suits you.

Windows 10 Mobile or Windows 10 for desktop/tablet ("full" version)???

On Windows 10 I still use the old Office Picture Manager 2007. I think it is the best basic photo editor Windows ever offered. You can get it free.

On phone it gets a bit more complex. I use several depending on what effects I want.
