Why is Windows 10 going to black screen after sign in?

After I log in, it takes a few seconds longer than usual then loads put to a black screen. I am able to move the cursor around and start the task manager. Multiple programs seem active as if attempting to start, but it's been sitting like this for 20 minutes.

If this is a recent issue, do a system restore. Pick a date when you did not have this problem as your restore point.

You will need to access system restore option BEFORE you sign in.

Restart computer but do not sign in.
At the login screen, bottom right, there should be 3 icons........
Networking, Ease of Access and Power.

Left click at Power icon will give you a Restart option. Yes ?

Press the SHIFT key and HOLD it > click Power icon and select Restart > release hold.
If asked, click Restart anyway > wait > click Troubleshoot >click Advanced options > System Restore is on the list.
