Why is Windows Security's Fresh Start not working?

I recently updated my windows to 2004 update after that I was unable to fresh start my device from windows security. When I click the get started option it takes me the Microsoft help page.

What version of Windows are you running? Do you have a screenshot of the fresh start screen?
