Why isn't Local Scout available in Canada?

I'm in Canada and I tried setting my phone to United States and got Local Scout in Bing. It works great. So why isn't it available in Canada? Did Microsoft ever give a reason?

I thought I read it had something to do with Bing being incomplete in Canada.

It's a shame because I got to try it for the first time and it's great and seems to work perfectly well (and I live in a very small city).
