Why isn't my Lumia 950XL restarting?

Hi, my lumia 950 xl is not restarting

I was prompted for an update this morning. When i allowed that, my phone hasn't been able to restart.

even the hard reset takes me to settings symbol and then a sad face ( ":- (" ) appears.

My 950 did this and the only thing that worked for me was to use the Windows Recover Tool. It loaded the OS and then I did a hard reset. Since then, I haven't had any problems.
