Why not allow Cortana to be removed from phone?

You can disable it. Search button will open Bing if you disable Cortana.

You can disable Cortana from the Phone Settings > swipe to "Applications > Cortana. As indicated by ygtgngr, once Cortana has been disabled, the Search button will launch Bing instead.
