Why won't Microsoft's "My Family" settings allow my kids to download any apps?

Windows Central Question

lumia 635 - Microsoft "My Family" account does not allow my kids to download any apps. I followed all the instructions and set everything up correctly several times... but it still does not allow the kids to download any apps at all.
